Smart card application identifier.

Smart card application label. 16 bit USC2 characters string provided by the application provider to be shown to the user for information, e.g. operator name. It is recommended by ETSI/3GPP spec that the application label does not exceed 32 bytes.

The application label is optional. If no label is provided, the buffer should be NULL.
