The CTSY Dispatcher shall invoke this function on receiving the ECustomSimLockDeActivateIPC request from the CTSY.
It is a request call that is completed by invoking CCtsyDispatcherCallback::CallbackSimSimLockDeActivateComp()
Implementation of this interface should send a SIM Lock Deactivation request.
