The CTSY Dispatcher shall invoke this function on receiving the EMobilePhoneGetCustomerServiceProfile request from the CTSY.
It is a request call that is completed by invoking CCtsyDispatcherCallback::CallbackSimGetCustomerServiceProfileComp()
Implementation of this interface should retrieve the whole Customer Service Profile file from LTSY.
