The CTSY Dispatcher shall invoke this function on receiving the EMobileBroadcastMessagingReceiveMessageCancel request from the CTSY.

It is a request call that is completed by invoking CCtsyDispatcherCallback::CallbackCellBroadcastReceiveMessageCancelComp()

Parameters

RMobileBroadcastMessaging::TMobilePhoneBroadcastFilter aFilterSetting struct settings for a filter to accept/reject messages
