The CTSY Dispatcher shall invoke this function on receiving the ECustomGetOperatorNameIPC request from the CTSY.
It is a request call that is completed by invoking CCtsyDispatcherCallback::CallbackPhoneGetOperatorNameComp() .
Implementation of this interface should return the name of the current operator.
