The CTSY Dispatcher shall invoke this function on receiving the ECustomGetCipheringInfoIPC request from the CTSY.
It is a request call that is completed by invoking CCtsyDispatcherCallback::CallbackSecurityGetCipheringInfoComp()
Implementation of this interface should allow retrieving ciphering info: indicator and ciphering status.
