The CTSY Dispatcher shall invoke this function on receiving the ECustomPowerSimOffIPC request from the CTSY.
It is a request call that is completed by invoking CCtsyDispatcherCallback::CallbackSimPowerSimOffComp()
Implementation of this interface should send a Power SIM Off request to the APDU server.
