The CTSY Dispatcher shall invoke this function on receiving the ESatTsyMoSmsControlActivation request from the CTSY.

It is a request call that is completed by invoking CCtsyDispatcherCallback::CallbackSatGetSmsControlActivatedComp()

Implementation of this interface should retrieve the current activation state of MO-SMS Control by USIM (Service n 31 in EFust).
