The CTSY Dispatcher shall invoke this function on receiving the EMobilePhoneGetDetectedNetworksV2Phase1 request from the CTSY.
It is a request call that is completed by invoking CCtsyDispatcherCallback::CallbackPhoneGetDetectedNetworksComp()
Implementation of this interface should get the current detected networks.
