The CTSY Dispatcher shall invoke this function on receiving the EPacketNotifyStatusChange request from the CTSY.
It is a request call that is completed by invoking CCtsyDispatcherCallback::CallbackPacketServicesNotifyPacketStatusChangeComp()
Implementation of this interface should notify when the status of the packet service was changed.
