The CTSY Dispatcher shall invoke this function on receiving the ECustomDeleteSimCbTopicIPC request from the CTSY.

It is a request call that is completed by invoking CCtsyDispatcherCallback::CallbackCellBroadcastDeleteSimCbTopicComp()
