The CTSY Dispatcher shall invoke this function on receiving the EPacketGetNtwkRegStatus request from the CTSY.
It is a request call that is completed by invoking CCtsyDispatcherCallback::CallbackPacketServicesGetPacketNetworkRegistrationStatusComp()
Implementation of this interface should retrieve the packet network registration status from the baseband.
