The CTSY Dispatcher shall invoke this function on receiving the ECustomClearCallBlackListIPC request from the CTSY.
It is a request call that is completed by invoking CCtsyDispatcherCallback::CallbackSupplementaryServicesClearBlacklistComp()
Implementation of this interface should clear the blacklist.
