The CTSY Dispatcher shall invoke this function on receiving the EMobilePhoneEnumerateAPNEntries request from the CTSY.
It is a request call that is completed by invoking CCtsyDispatcherCallback::CallbackSimEnumerateApnEntriesComp()
Implementation of this interface should enumerate the available APN names in the Access Control list.
