The CTSY Dispatcher shall invoke this function on receiving the ECustomGetNetworkProviderNameIPC request from the CTSY.
It is a request call that is completed by invoking CCtsyDispatcherCallback::CallbackPhoneGetNetworkProviderNameComp() .
Implementation of this interface should return the name of the current network provider.
