alarmserver.ini is now not opened until the actual externalise happens so that we now don’t leave a blank file in the gap between scheduling and doing the externalize. We now observe powerdown events through CSaveNotifier so that if an externalize has been scheduled we write to the file immediately.

There is no need to cancel the CASAltRequestSetAlarm active object once SetAlarm has been called on it. In some cases this would casue the sytem to hang because of a circular dependany so this has been removed.
