Added ==smoke-test support and ciftest command.
Commands can now define a "==smoke-test" section in their CIF files, which defines a snippet of fshell script that will be run as part of "fshell smoketest" or by invoking ciftest directly. See the ciftest documentation for more details.
Added ==smoke-test sections to a few commands, the ones that were easy to test!

The IP address to ping. If not specified, C<127.0.0.1> will be used.
==option int n num-packets
The total number of packets to send (defaults to 5).

Time interval between packets in seconds (defaults to 1).

The Internet Access Point to use. If not specified uses the system default.
