CNVTOOL is used to create plug-in conversion plug-in DLLs for converting text between Unicode and other character sets.
SNMTOOL is used to create plug-in data files which contain mappings between Internet standard identifiers of character sets (which may be either names e.g. "preferred MIME name", or "MIB enums") and their equivalent Symbian UIDs.
