Clean up licenses and remove .bak files (cf changes 56dd7656a965 and 238f4cb8391f)


To build tools for Windows and Linux, on Linux, use

sbs -c tools2.win32 -c tools2

You will also need the mingw32 package, for the cross-compiler.
