Ensure that parallel parsing sbs calls pass on --no-depend-generate and --no-depend-include (as these influence makefile generation). Make .DEFAULT a double-colon target, so we don't have to worry about duplicate instances due to -include. Code review updates.

Ensure that a .DEFAULT target isn't used when --no-depend-include is in play.

Correct dependency file inclusion in GCCXML build.

Update tests to deal with tools2 Linux build differences.

Add support for NO_DEPEND_GENERATE to makefile calls and respond accordingly in FLMs. Remove remaining bits of the old (and redundant) DEPEND_SKIP variant from interfaces and FLMs. Correct CLI option storage.

Add --no-depend-generate to the front-end CLI. Create an appropriate .DEFAULT target based on --no-depend-generate *not* being used. Tweak tests.

First draft tests covering new dependency functionality.
