Adding global STAF security settings file

merged in parsewhatlog.pl defect fix for Raptor 2.7.2 and find_collisions.pl minor arg cleanup.

find_collisions.pl - removed unused command-line argument from script to tidy things up.

parsewhatlog.pl - regex bug fix for raptor 2.7.2

Reorder the PkgComponentAnalysisSummary.csv columns, and change "KO" to "Bad".
