New sources.csv to select "latest good" versions of all packages.

Reinstate fax collection in system model, use a newer version of homescreensrv in the "3.0.h" sources.csv to address the changed fix to bug 1960

Removed the smoketest repo - known issue about the resolved sources.csv file (now they tell me)

Added sources_3.0.h.csv for repeating exact PDK 3.0.h build

Revised system model with the *_pub and *_plat components split out into separate bld.infs
