Bug 492: "signsis.exe is missing from \epoc32\tools\ folder"
Updated source manifest to get appinstall from the FCL in the B&I dev branch, not the production cache, so the fixed files should appear.

Bug 492: "signsis.exe is missing from \epoc32\tools\ folder"
Switched the Symbian^2 build from using the MCL of the appinstall package to the FCL, to pick up the fix for this defect.
