Merged in changes from the tip of RCL_1 branch which includes fixes for Bug 284, Bug 383, Bug 287. These were wiped out from when the S^3 code drop came in.

This directory contains a backup.xml file for use with the User Prompt Service.

* This backup allows UPS policy files installed via Software Install to be backed up and restored.
* The decision database is NOT backed up because the integrity of the database cannot be verified at restore time.
