Updated URL for utilities, to be the new "proper" location for the repo.
Fixed URLs for deviceplatformrelease, kernelhwsrv, and build tools, to remove cut & paste error.
Also made use of S3_LATESTGOOD tag for selecting the revision in these three repos.
