Add auto generated symbian3 system model (packages@709e3d74b072)

New sources.csv to select "latest good" versions of all packages.

Fixed paths to units where it appears that we have the real code to build: ossrv/glib, metadatasrv/metadatasrv_pub, metadatasrv/metadatasrv_plat, mmappfw/mmappfw_plat

Utilities now obtained from ideal URL.

Stopped symbian3 micro build from publishing anything unless specifically instructed to do so by the calling context (eg Hudson).

Changed five packages from using FCL to MCL because the necessary changes have now been delivered in the MCL.

Reinstate fax collection in system model, use a newer version of homescreensrv in the "3.0.h" sources.csv to address the changed fix to bug 1960

Removed the smoketest repo - known issue about the resolved sources.csv file (now they tell me)
