The CTSY Dispatcher shall invoke this function on receiving the ECustomNetWakeupIPC request from the CTSY.
It is a request call that is completed by invoking CCtsyDispatcherCallback::CallbackPhoneNspsWakeupComp().
Implementation of this interface should wake the phone from a NSPS (No Service Power Save) state.
