The CTSY Dispatcher shall invoke this function on receiving the ECustomGetCellInfoIPC request from the CTSY.
It is a request call that is completed by invoking one of the CCtsyDispatcherCallback::CallbackPhoneGetCellInfoComp().
Implementation of this interface should return the cell information.
