The CTSY Dispatcher shall invoke this function on receiving the ECustomSimWarmResetIPC request from the CTSY.
It is a request call that is completed by invoking CCtsyDispatcherCallback::CallbackSimSimWarmResetComp()
Implementation of this interface should handle the reqest for a SIM warm reset.
