The CTSY Dispatcher shall invoke this function on receiving the EMobileSmsMessagingSendMessage request from the CTSY.

It is a request call that is completed by invoking CCtsyDispatcherCallback::CallbackSmsSendSmsMessageComp()

Implementation of this interface should allow a client to send a SMS message
