Contains Parameters for User controlled WLAN Specific IDentifier List (EF_UWSIDL) and Operator controlled WLAN Specific IDentifier List(EF_OWSIDL). See section 4.4.5.4 and 4.4.5.5 of 3GPP TS 31.102 v6.18.0.
