The CTSY Dispatcher shall invoke this function on receiving the ECustomPowerSimOnIPC request from the CTSY.
It is a request call that is completed by invoking CCtsyDispatcherCallback::CallbackSimPowerSimOnComp()
Implementation of this interface should send a Power SIM On request to the APDU server.
