The CTSY Dispatcher shall invoke this function during the packet services bootup as part of EPacketNotifyStatusChange call.
It is a request call that is completed by invoking CCtsyDispatcherCallback::CallbackPacketServicesGetStatusComp()
Implemetation of this interface should retrieve the packet service status.
