Moved the copy statement of canonical_system_definition_${sf.spec.sysdef.configurations.list}.xml from generate-layers to sf-zip-logs as generate-layers is not used any longer.

That update to the FBF has had some knock on effects fopr the smoke testing use-case. Restore old version of code until it can be revisited.
