Script now outputs info message if sources.csv specifies a file that's not in the package (irrespective of whether it will try to use it).

Removed the tools copy of create-canonical-sysdef-file, as it can use the common version.

Adjusted release tagging, so that it clones from the package source, not dst, and hence it's
much less likely that the tagging operation will create multiple heads on the TAGS branch.
